  I’ve been using noblecom.com for years to call Malaysia.

  I use the "1 Second World" plan for regular phones, which I can’t seem to find right now on the webpage to show you. I did look to see the rates for South Korea cell phones.

  The rates for you would be $0.034 to $0.06 a minute depending on the rounding you chose.

  $0.034 is for 4 minute rounding – $20 will get you 588 Minutes – $0.99 weekly fee
  $0.039 is for 2 minute rounding – $20 will get you 512 Minutes – $0.69 weekly fee
  $0.045 is for 1 minute rounding – $20 will get you 444 Minutes – $0.49 monthly fee
  $0.06 is for 1 second rounding – $20 will get you 333 Minutes – No fee

  The only other option I would suggest would be to use skype by purchasing a local S. Korea phone number. Then you could call any number in S. Korea for next to nothing. I’m currently overseas and call people in the US all the time using skype.
