LTE is a new minimum standard and is the one that is far faster than 3g. As for which phone to get, get the one you like the most. Go into the store and try them out for yourself. If you prefer the operating system of the iPhone 4s, by all means, get it. If you like the operating and potential speed of a 4g LTE android, then get that phone.
